Our leadership team:
Scott W. Gaffner, President, CIC, CRM
Scott began his career with Citizens Management Inc. (CMI) as an account manager in 1994. Scott’s commitment and dedication to the self-insurance industry led to several promotions through key leadership roles within CMI. In October 1999, Scott was promoted to General Manager and in 2006, became President of CMI. As president, Scott oversees all aspects of operating and managing CMI. CMI has a staff of approximately 100 employees and services individual and group self-insureds in Michigan, Ohio and Indiana. CMI’s success is largely attributable to Scott’s dedication to make CMI the TPA of choice in the Midwest. In addition to his leadership responsibilities at CMI, Scott serves on the Board of Directors for the Compensation Advisory Organization of Michigan, the Michigan Workers’ Compensation Placement Facility, and the Michigan Chamber of Commerce.

Robert Dewey, Operations Manager, AIC, MBA Rob Dewey joined CMI in 2006 and brings over 12 years of TPA Operations experience. Rob oversees the CMI Technology and Risk Management teams, and is responsible for coordinating and guiding key strategic initiatives in the advancement of technology and client services. In 2000, Dewey obtained his Master’s Degree in Integrative Management from Michigan State University.

Holly Secord, Claim Manager Holly Secord joined CMI as a claims adjuster in 1990, and currently directs the CMI workers compensation and disability claims division serving self-insured businesses and groups across the Midwest. Secord and her team ensure that CMI’s claim services provide a high level of personal and professional attention to our clients. Holly brings more than 20 years of workers’ compensation claims experience and expertise working with self-insured employers.

Gary Smith, MBA, Loss Prevention Manager Gary Smith joined the company in 2003 and oversees the CMI Loss Prevention Department, one of the largest in Michigan. He offers more than 15 years of experience in loss prevention consulting. Smith achieved a Masters Degree in Labor and Industrial Relations from Michigan State University. |
Lynn M. Francis, BSN, RN, Medical Management Manager Lynn Francis implements and administers quality initiatives over the medical review and processing department, creating “best in the industry” performance in medical cost containment and savings. With 15 years of medical management and consulting experience, she became a part of the company’s leadership team in 1998. Francis has a Bachelors of Science and RN degree from Wayne State University and is certified as a Professional Coder.

Tiffany Miles, CPDM, Disability Claim Manager Tiffany Miles joined CMI in 2005 and brings over 12 years of combined medical, workers’ compensation and group disability claims experience. As manager of the disability claims unit, she oversees the daily operations and development of new programs. Miles holds a Bachelors Degree in Liberal Arts from the University of Illinois at Chicago, has earned a certification in the administration of FMLA/ADA compliance, and a Certified Professional Disability Manager (CPDM) designation. |
Nancy Fabian, Workers’ Comp Claim Manager Nancy Fabian joined CMI in 1993. She possesses over 24 years experience specializing in workers' compensation claim adjudication. As CMI's Technical Claim Manager, Nancy's responsibilities include providing technical expertise and training to the staff, overseeing the financial integrity of all large losses, tracking and advising on all third-party claims, and operating as the liaison to the excess carrier. Fabian also serves as our catastrophic claim management expert.

Evelyn Tomaszycki, Financial Operations Manager Evelyn Tomaszycki became involved with CMI when CMI first entered the TPA service industry in the mid-1980’s. Evelyn manages CMI’s financial operations, including payroll tax reporting obligations associated with disability management and clients’ claim check printing and claim funding functions. Tomaszycki earned an Associate in Insurance Accounting and Finance designation from the Insurance Institute of America and is presently working toward a Bachelors degree in Corporate Accounting at Cleary University. |
